Chandrababu's Confused Tweet On Jagan's Attack

Looking at the video, it appeared as if someone used a catapult to hit him because such precision may not be possible with pelting by hand from a far distance.
Had the stone hit an inch beneath, Jagan Mohan Reddy might have lost his left eye. Had it hit the temple of his head, his life would have been at risk. It is needless to say had it been a gun-shot. So, it is not less to any assassination attempt.
The demand at this point should be to arrest the culprit first. But surprisingly, Chandrababu Naidu did not make any such demand but requested the Election Commission to punish the 'officials'.
Chandrababu tweeted: "I strongly condemn the attack on @ysjagan. I request the @ECISVEEP to initiate an impartial and unbiased inquiry into the incident and punish the responsible officials."
Why should the officials be punished? Be it any assassination attempt or a serious attack, the officials hold the responsibility but the punishment is always directed at the culprits first.
Many on social media are commenting that Chandrababu's tweet implies protecting the culprit and cornering the officials on the grounds of security lapse.
